Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath reviewed the work of the Planning Department on Friday and provided necessary directions regarding promoting sector-wise potential in the state.
● The continuous increase in the state’s annual income is the result of well-planned and coordinated efforts under the guidance of Honorable Prime Minister Narendra Modi. In the financial year 2020–21, the total Gross State Domestic Product (GSDP) was Rs 16,45,317 crore, which increased to Rs 19,74,532 crore in 2021–22, depicting a growth of almost 20 percent. Similarly, for the year 2022–23, the estimated state revenue is Rs 21.91 lakh crore. This situation is satisfying, and efforts should continue to achieve the goal of a $1 trillion economy.
● Bundelkhand and Purvanchal have immense development opportunities. We need to explore these possibilities by connecting universities/technical institutions in this important task. A comprehensive study should be conducted on where and which sectors require efforts, and what kind of assistance should be provided. This study report should be compiled in the Planning Department and used accordingly to include them in the action plan. The allocation of funds for the development of Bundelkhand and Purvanchal should be done based on their long-term and multi-dimensional development needs considering the local requirements.
● Under the Aspirational District Program, all identified districts in the state have shown excellent performance. As per the information from NITI Aayog’s Dashboard Champions of Change in May 2023, Uttar Pradesh has six districts among the top 10 districts in the country. Balrampur stands at the first position and Siddharthnagar at second, while Sonbhadra, Chanduali, Fatehpur and Bahraich have secured fourth, fifth, eighth, and ninth positions, respectively. Similarly, in the sector-specific areas of Health and Nutrition, Uttar Pradesh has 05 districts among the top 10 in the country. Herein, Balrampur secured third position, Siddharthnagar fourth, Chandauli fifth, Sonbhadra seventh, and Shravasti eighth. In the Education sector, Uttar Pradesh has 05 districts among the top 10 in the country. Namely, Balrampur, Sonbhadra, Shravasti, Siddharthnagar, and Chitrakoot are among the top-ranking districts securing first, seventh, eighth, ninth, and tenth positions respectively. In the Finance and Skill Development sector, Uttar Pradesh has 02 districts among the top 10 in the country. Siddharthnagar stands at fifth and Fatehpur has secured tenth position. As a result of achieving good ranks in the program, NITI Ayog has also provided additional financial incentives to eight ambitious districts of the state. This effort should continue consistently.
● The Aspirational Development Block Program is a top priority for the government. Each development block is being closely monitored at the government level. Bishunpura development block of Kushinagar district has been the best in overall delta ranking from March 2022 to March 2023. Similarly, in sector-wise delta ranking, Majhgawan (Bareilly district) in Health and Nutrition, Vajeerganj (Badaun district) in Education, Bheeti (Ambedkar Nagar district) in Agriculture and Water Resources, Fatehganj (Bareilly district) in Finance and Skill Development, and Sohaon (Ballia district) in Infrastructure Development have secured the first position. The best development block in the overall delta ranking will receive Rs 2 crore, and the top-performing development block in thematic areas will receive financial incentives of Rs 60 lakh each.
● CM Fellows deployed in the Aspirational Development Blocks are performing well. Monthly rankings should be prepared to assess their performance/contribution, and their training should be conducted as per the requirements. This program provides an opportunity for researchers to understand various areas of development and collaborate in them, which will also assist in their future development.
● Awareness should be increased among the general public about the implemented Family ID program to connect at least one member of every family with employment opportunities. Out of the 98,046 applications received, 41,440 Family IDs have already been issued so far. Based on the Family ID, the preparation of Family Welfare E-Passbook should be done, integrating the schemes provided to the families.
● The State Transformation Commission has been created for long-term planning regarding the development of the state. Selection/nomination of qualified experts on all crucial positions in the commission should be made functional as soon as possible.
