Lucknow: As part of its ongoing effort to foster integrated development of all sections of the society, the UP government is placing special emphasis on empoweringU through various government schemes. In this context, a special online web portal is being developed in line with Chief Minister Yogi Adityanath’s vision to ensure everyone benefits from these central and state government initiatives, address their queries, provide solutions, and facilitate regular monitoring.
In a Nutshell
This portal for the Empowerment of Persons with Disability Department will feature user management, online file management, and an approval system. Shreetron India Limited, the nodal agency appointed by the Uttar Pradesh government for IT/ITES solutions, has been tasked with this project.
Currently, Shreetron has started the process to select the agency to commence the development of the online web portal. Shreetron has issued a Request for Proposal (RFP) to finalize the selection and allocation of an agency.
Participation is limited to companies already empanelled with Shreetron, and the chosen agency will be responsible for developing the online web portal and the necessary framework.
The selected service provider, categorized under A, B, or C of software development, must complete this project. The agency selection process is anticipated to be completed in the first week of August.
This web portal, developed for the Empowerment of Persons with Disability Department and funded by the State Government, will facilitate online application submission and monitoring.
Additionally, it will manage applicant data and the financial assistance provided to them. All data will be hosted on a cloud server for easy access.
The User Management System (UMS) encompasses efficiently handling users and their accounts, accessible digitally through a web portal. Administrators can grant and manage user access and control user accounts via this system.
UMS is a crucial Identity and Access Management (IAM) system component, a foundational security measure. Additionally, the portal will facilitate the online submission, routing, review, approval, approval tracking, and storage of various documents. It will also feature a dashboard for report and query management.
The creation and development of the web portal will be executed in four phases. In the first phase, the agency awarded the project will complete the System Requirement Study (SRS) within seven days. Following the SRS approval, the architectural design of the module will be completed within another seven days, during which the Graphic User Interface project will also be submitted.
The web portal and module will be developed in the next 30 days, encompassing application development, testing, master and real test data entry, user acceptance, and training. Upon completion of these processes, the online platform will be made operational, and department employees will receive training on its usage. The web portal will be based on an SQL database.
