Maha Kumbh 2025: UP govt to implement digital attendance system using an AI-based facial recognition mobile app

Lucknow, July 12:  With only six months left until Maha Kumbh 2025 commences on January 14, 2025, the Yogi government is mobilizing a substantial number of government employees and officials from across Uttar Pradesh to assist the millions of devotees expected from around the world. To ensure efficient management and real-time monitoring of their daily attendance, the government plans to take the help of Artificial Intelligence.

According to CM Yogi’s vision, a digital attendance system will be developed for the employees and officials serving at the Maha Kumbh 2025, which will operate through a facial recognition-based mobile app. This app will be developed to work on both Android and iOS formats. This plan will be implemented for an 8-month project period, for which the Uttar Pradesh Development System Corporation Limited (UPDESCO) has started preparations following the needs of the Prayagraj Mela Authority.

Development process will be carried out in four phases

UPDESCO has initiated the development process of an AI-based mobile app for the regular attendance of employees and officials from various government departments serving at the Maha Kumbh 2025. A short-term notice has been issued by UPDESCO to complete this process. Companies already empanelled with UPDESCO will be allocated the selected tasks, following which they will need to complete the system and app development, testing, operation, and maintenance processes. This process will be completed in four phases.

In the first phase, the kick-off presentation and team mobilization process will be completed. The process must be completed within 7 days after task allocation. In the second phase, the design, development, implementation, configuration, and application testing processes will be completed. A 15-day target has been set to complete this task. This phase will include the completion of the inception report, project plan, software requirement specification (SRS), capacity building plan, case testing, configuration report, deployment, testing, and commissioning processes.

After the development of the mobile app, the deployment, testing, and commissioning processes will be completed. The app will be rolled out once the go-live report and user acceptance testing (UAT) process are finished. A deadline of 25 days from the task allocation has been set for the designated agency to complete this process. Following this, the fourth phase will involve the regular operation and maintenance process, which will be carried out monthly or as needed.

Additionally, a fortnightly progress report will be prepared. Actions will also be taken based on issue logging and resolution reports. Customized MIS reports, attendance monitoring reports, and notification and alert reports will also be completed.

A nodal officer will ensure attendance by each department

The process of developing a system for real-time assessment of staff/supervisors from various fair/government departments by UPDESCO on behalf of the Prayagraj Mela Authority is underway. This process involves installing a mobile app on mobile phones to register for attendance and mark their presence.

For the Maha Kumbh Mela, an AI-equipped attendance system will utilize features extracted from pre-existing databases to automatically identify and verify individuals in real-time environments compared to selected facial features. Each department will appoint a nodal officer to monitor the officers and employees of their respective departments.
