Bihar NDA Government Faces Backlash as Political Workers Await Adjustments in Vacant Boards and Commissions

Patna: One year has passed since the formation of the NDA government in Bihar, yet the political workers of the ruling alliance remain unadjusted in government systems. This situation has led to growing restlessness among BJP and JD(U) workers.

As the Bihar assembly elections draw closer, the discontent among BJP and JD(U) workers is intensifying. Criticism of the leadership is also gaining momentum.

NDA Government Formed Three Times Since 2017

Since 2017, the NDA government in Bihar has been formed three times. However, the vacant positions in commissions under the BJP-JD(U) government have not been filled entirely. From 27 July 2017 to the 2020 assembly elections, the JD(U)-BJP government failed to adjust ruling party workers adequately. While a few commissions, such as the Women’s Commission, were established following court orders, many others remained vacant. This left workers disillusioned, as MLAs and MLCs enjoyed ministerial privileges while party workers were left disappointed.

Will Political Workers Be Adjusted Before the Assembly Elections?

After the 2020 assembly elections, the NDA government was reconstituted and remained in power until 9 August 2022. Despite repeated demands, BJP-JD(U) workers were not appointed to boards and corporations during this period.

The NDA government was formed again on 29 January 2024, but progress on appointments to vacant boards, corporations, and commissions has been sluggish. As the assembly elections approach, questions persist about whether the BJP-JD(U) workers’ aspirations to secure positions as chairpersons or members in government commissions will be fulfilled.

Reports suggest the BJP has not yet finalised and submitted a list of its leaders for political appointments, creating delays in filling these vacancies. Reliable sources state that the BJP’s hesitation in submitting the list has stalled the process.

Hope Raised but Not Realised

In September 2024, the formation of the Bihar Child Rights Protection Commission brought a glimmer of hope. Six ruling party leaders from BJP-JD(U) were appointed to this commission. Following this, Bihar BJP state president Dr Dilip Jaiswal and JD(U) state president Umesh Singh Kushwaha assured the media that all vacant posts in boards and corporations would be filled soon. However, progress has been non-existent since then, with no further appointments made.

Over a Dozen Commissions Remain Vacant

Despite being in power for 12 months, the NDA government has failed to fill the vacant boards and corporations. Key commissions such as the Bihar Women’s Commission, Scheduled Caste Commission, Scheduled Tribe Commission, Extremely Backward Class Commission, Minority Commission, Mahadalit Commission, Madrasa Board, and Sanskrit Education Board remain unoccupied. Posts of members in the Food Commission and Backward Commission are also vacant.

Historically, these commissions have been used to adjust political workers from ruling parties, yet no progress has been made under the current government.

Learning from the RJD

The grand alliance government, which ruled from 10 August 2022 to 29 January 2024, set a different precedent. Tejashwi Yadav ensured the appointment of hundreds of political workers from the ruling coalition into government systems. Leaders from JD(U) and RJD were promptly adjusted as chairpersons or members in boards and corporations. However, after the NDA returned to power, all these political appointments were revoked, leaving most commissions vacant.

The delay in political appointments by the current government has created widespread dissatisfaction among BJP and JD(U) workers, raising questions about the alliance’s ability to retain support as the assembly elections approach.
