Bihar Additional Chief Secretary abuses deputy collectors during meeting, video goes viral

PATNA: A senior Bihar cadre IAS officer has been caught on camera verbally abusing deputy collectors during a review meeting of his department.

A video of KK Pathak, who is Additional Chief Secretary (Excise and Revenue), using expletives at the Bihar Administrative Service (BAS) officers has gone viral on the social media. view19.in does not vouch for the authenticity of the video in which Pathak is heard saying, “In Chennai, people follow rules. Have you ever seen anyone here following the traffic rules here? People here have no sense. They will keep honking even if there is a red light.”

According to reports, Pathak, who also holds the additional charge of managing director of Bihar Public Administration and Rural Development (BPARD) was upset over a complaint filed against him for ill-treating a deputy collector during training. The complaint was filed by the Bihar government in Gaya in November.

Bihar Administrative Service Association (BASA) has condemned the conduct of the 1990 batch IAS officer and urged the chief minister and the chief secretary to take action against him.

“All our members are angry over this video. We will soon decide on our course of action. Whatever the IAS officer is saying in the video is unfortunate. The government should immediately sack him. He is not in a good frame of mind and harasses the officers. An officer had died after being publicly humiliated by him,” said Tiwari.

Reacting to the incident, Bihar excise minister Sunil Kumar said he had heard about the video of his department’s additional chief secretary hurling abuses in an official meeting. “Necessary action will be taken against him,” he added.

Slamming Pathak, BJP spokesperson Nikhil Anand took to Twitter seeking unconditional apology from the IAS officer for “abusing BASA officers like a street lumpen or hooligan”.  If Pathak does not tender an unconditional apology, he should be sacked, Anand said.

“IAS KK Pathak may be a very educated scholar but he has suffered from mental depression and frustration while being in bureaucracy for a long time. Get it treated. He is abusing mother- sister to the BASA officers like a street lumpen or hooligans. He must apologise or sack him,” Anand said in his tweet.
